Right now, our only solution is to re-install the laptops from scratch without the An圜onnect client and then let SCCM deploy it later on. The AV certainly is not blocking anything. We have AppLocker policies running but they are configured to allow all signed Cisco executables to run. So, it seems as though some operation is not performed when it's during operating system deployment or, when it's installed like this, it doesn't allow vpndownloader.exe to execute properly. It's like something has been left behind that prevents the VPN client from fully initialising. We've tried uninstalling the client and manually re-installing and that does not resolve the issue.
